Italy emerged from the First World War on the winning side, yet many Italians felt humiliated. The country had suffered heavy casualties but gained very little territory at the peace settlement — a grievance nationalists called the "mutilated victory". Combined with mass unemployment, rising prices and waves of strikes, this created a sense of crisis.

Fear of Communism

The years 1919–20, the "biennio rosso" (two red years), saw factory occupations and land seizures. Frightened landowners and business owners feared a communist revolution like Russia's in 1917. They began to look for a strong leader who could restore order.

Fascism and the Blackshirts

Mussolini, a former journalist, founded the Fascist movement in 1919. Fascism preached extreme nationalism, obedience to one leader, and action over debate. His paramilitary Blackshirts (the squadristi) attacked socialists and communists, often with the quiet approval of police and the wealthy.

Seizing Power

In October 1922 Mussolini threatened a March on Rome. Unwilling to risk civil war, King Victor Emmanuel III appointed him Prime Minister. Mussolini then dismantled democracy step by step: by 1925–26 he had banned rival parties, censored the press and made himself dictator, or Il Duce. His one-party Fascist state became a model that Hitler would later admire and copy.
